Drought-proofing

Sir, - This refers to the article ``Drought-proofing'' (TheHindu, June 17). The write-up is thought- provoking. If water can flow to a region even with ephemeral streams, its management and use are the subsequent issues.

More often the flow/canal water is not feasible in many a place. These areas are solely rain dependent. Evidently there is no possibility of drought-proofing in such areas. At best there could be means to ensure drought-mitigation. And such areas are largely inhabitated by the poorest of the poor. About half of them may have a source of rain dependent irrigation. We cannot afford to leave these communities to fend for themselves. We must help them in in situ rainwater management followed by adoption of doable technologies in rainwater harvesting.
