Invitation to Rashtriya Jal Sammelan (National Water Convention)

Dear Friends,

Last year on 1st April 2002 Government of India declared its National Water Policy. This water policy is not in favour of community's expectation and is inadequate to fulfill the community's need rather than it satisfies the needs and expectation of MNCs and the World Bank. To oppose this anti people water policy, people from all over the country have organised several Jal Yatras. People have initiated Jal Andolan, and done Jal Satyagarh's against water privatisation. Now Water Warriors from all over the country has prepared its own Water Policy. This water policy has been framed after organising several public hearings for last three years in all different agro-ecological climatic zones by studying the environmental and monsoon variations in those regions. This is a People oriented Water Policy (Jan-Jal Niti) and we would like to declare this on April 2, 2003

At this juncture, we can see an atmosphere of Jal Kranti in the whole country. The whole country is standing against the Water Privatisation. Sevagram Ashram, Wardha, the work place of Mahatma Gandhi Ji, which was the energy centre for country's independence movement, is organising a Rashtriya Jal Sammelan. At this energy centre, we will declare our own Water Policy. We will take an oath to follow People's Water Policy to make the whole country self-sufficent.

The government through its new water policy wants to have a new kind of control by having control on water. But we want to remain independent and do not want anybody's control over our own water. To fulfil this aim Rashtriya Jal Biradari is organising Jal Yatras (Water Marches) all over the country.

On December 23, 2002 from Delhi, voluntary organisations, social and people's organisation all collectively decided to have "Rashtriya Jal Yatra " to protest against privatisation of water and to have open discussions on Inter-linking of rivers and also to spread water conservation work with coordination among the Government and the Community and make the country water self- sufficient. On the same day, senior Gandhians inaugurated the Rashtriya Jal Yatra from Gandhi Samadhi, Rajghat, New Delhi.

The important decisions taken by the Community, and Voluntary, Social, and Peoples Organisations from Delhi, Haryana, Rajasthan, Gujarat, Madhya Pradesh, Chhattisgarh, Orissa and Uttranchal during the first phase of Jal Yatra are as follows-

  1. To form a "Jal Jan Aayog" (Community Water committee) in each state during the Rashtriya Jal Yatra having minimum of three and maximum of seven members.
  2. Each State should prepare its white paper on water issues, which will be presented during the Rashtriya Jal Sammelan at Wardha. The White paper should consist the condition of Rivers and Water sources, availability of water, condition of flood and drought prone regions, community's right over water conservation, water rights and management with analytical facts and figures.
  3. Water is basis of life. So, Water can't become individual's property rather it is community's common natural resource. Believing on this fact promoting water conservation work in future.
  4. Concerns were expressed over bad impacts of privatisation and inter-liking of the rivers, possible confrontation, and country's dependence. So steps should be taken to associate community with the rivers.
  5. Looking after the needs of different agro-ecological climatic zones demand for "peoples oriented water policy" was made.
  6. Women should be given water rights in the National Water Policy and they should be involved in the decision making process for conservation and management of water.
  7. Water sources should be kept pollution free. Recharge of groundwater should be increased and also judicious use of water should be promoted then only rivers would be pollution free and be perennial.
